PPA implements ₱1.00 terminal fee for agricultural cargo in Capiz and Guimaras ports

The Philippine Ports Authority (PPA) has officially commenced the implementation of a ₱1.00 Roll-on/Roll-off Terminal Fee (RRTF) for vehicles transporting essential agricultural products. The new rate took effect on April 13, 2026, at the Port of Culasi in Capiz and the Port of Jordan in Guimaras.

This initiative follows the guidelines set under PPA Administrative Order No. 003-2026 and Operations Memorandum Order No. 002-2026. The program is designed to provide financial incentives to transporters, effectively lowering logistics costs and accelerating the movement of food supplies across the region’s maritime gateways.

First beneficiaries of the incentive program

During the first day of implementation, several transport operators successfully availed of the nominal fee. At the Port of Culasi, the first recipient was a rolling cargo vehicle carrying bags of long grain milled rice destined for the province of Romblon. Observed transport units included trucks from Josy’s Trucking Co. Inc. (notably vehicles with plates CCP 7263 and CCP 7153).

Meanwhile, at the Port of Jordan, a Type 4 rolling cargo truck operated by Suro Suro Fish Dealer, carrying fresh bangus (milkfish) bound for Iloilo City, was granted the ₱1.00 rate. These transactions highlight the immediate impact of the policy on the supply chain for staple food items.

Streamlined process and monitoring

To ensure a smooth rollout, the PPA has introduced a simplified documentation process for eligible cargo. Transporters must present standard cargo documents and undergo a mandatory visual inspection by port personnel to verify the nature of the agricultural goods. Key data points captured during the initial implementation include:

  • Primary Cargo Types: Milled rice, fresh bangus, and other essential agricultural products.
  • Operational Procedure: Submission of simplified cargo documents followed by mandatory visual inspection.
  • Target Routes: Inter-island transfers connecting Capiz and Guimaras to major markets like Iloilo and Romblon.

This move is part of the PPA’s broader commitment to nation-building under the Bagong Pilipinas campaign, focusing on making port services more accessible and affordable for the agricultural sector.
