Philippine Ports Authority earns CSC recognition for human resource management excellence

MANILA, Philippines — The Philippine Ports Authority (PPA) has solidified its position as a leader in public sector governance after being recognized by the Civil Service Commission (CSC) NCR Regional Office for its outstanding human resource management systems.
On April 21, 2026, the PPA, led by General Manager Jay Santiago, was awarded Maturity Level 3 recognition, also known as “Integrated Human Resource Management (HRM).” This distinction is part of the CSC’s Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM).
A commitment to institutional excellence
The PPA is now distinguished as one of only three government agencies nationwide to reach this advanced level of recognition. It shares this honor with the Securities and Exchange Commission (SEC) and the Philippine Rice Research Institute (PhilRice), highlighting its superior institutional capacity in managing its workforce.
“This milestone is a testament to the dedication and hard work of our Human Resource Management Department, whom I commend for their unwavering commitment to excellence,” said PPA General Manager Jay Santiago. “At the Philippine Ports Authority, we firmly believe that our people are our most valuable asset.”
The four pillars of PRIME-HRM
Under the PRIME-HRM framework, the CSC evaluates government agencies based on four core HR systems to ensure they directly support institutional goals and high-quality service delivery. The PPA was cited for excellence in the following areas:
- Recruitment, Selection, and Placement (RSP): Ensuring the right talent is matched with the right roles through merit-based processes.
- Learning and Development (L&D): Investing in the continuous professional growth of the workforce.
- Performance Management (PM): Aligning individual performance with the agency’s strategic objectives.
- Rewards and Recognition (R&R): Motivating employees through the consistent acknowledgment of exceptional service.

The certificate of recognition highlights the PPA’s role as a leading HR systems provider, ensuring people-driven performance and a culture of excellence. By achieving Maturity Level 3, the PPA demonstrates that its human resource practices are not just transactional but are integrated into the agency’s long-term strategy to provide accessible public service.
GM Santiago noted that while the agency continues to invest in world-class port infrastructure across the archipelago, the development of a highly professional and future-ready workforce remains a top priority.
