The Cebu Port Authority (CPA) has announced a significant relief measure for travelers and maritime stakeholders with the implementation of Memorandum Circular No. 04, Series of 2026. The directive introduces a temporary suspension of various terminal fees and substantial discounts on port dues to streamline operations and provide economic support within the region.

According to the official advisory, these measures will be effective for a strictly limited duration of two months, beginning on April 18, 2026, and concluding on June 17, 2026.

Major relief for passengers and business operators

In a move expected to benefit thousands of daily commuters, the CPA has declared that terminal fees are waived for all passengers passing through CPA-managed passenger terminals. This total suspension of fees aims to ease the financial burden on sea travelers during the peak summer period.

For port business operators, the authority is also offering free processing for the following permits:

  • Single Entry Pass
  • Watering Permit
  • Bunkering Permit

Incentives for shipping and agriculture sectors

Domestic shipping companies are set to receive a significant operational boost with a 40% discount on berthing fees and a 40% discount on anchorage fees for all domestic vessels. This reduction is intended to lower overhead costs for local maritime transport providers.

Furthermore, the CPA is providing specialized support for the agricultural supply chain by waiving RORO wharfage fees for cargo vehicles transporting agricultural products. The waiver applies to the following vehicle categories:

  • 6-wheelers (4,800 kg to 7,500 kg)
  • 6-wheelers and prime movers without trailers (7,600 kg to 15,000 kg)
  • 8-wheelers, tank lorries, and 10-wheel straight trucks (20,000 kg to 25,000 kg)
  • 10-wheel prime movers with trailers (26,000 kg and above)
