Cebu Port Authority to place ports on heightened alert for Holy Week 2026 travel surge

The Cebu Port Authority (CPA) has announced the activation of Oplan Biyaheng Ayos: Semana Santa and Summer Vacation 2026, placing all maritime gateways in Cebu under a heightened alert status starting March 28, 2026. The measure aims to intensify security protocols and passenger assistance in anticipation of the annual Lenten exodus and the peak summer travel season.
The heightened alert will remain in effect until April 5, 2026. CPA officials stated that the move is in strict compliance with the Department of Transportation (DOTr) guidelines to ensure the safety, security, and comfort of the seafaring public.
Travel advisories amid global oil crisis
This year’s travel season comes amid a continuing global oil crisis. The CPA has proactively warned passengers to expect potential adjustments in ticket fares and limited vessel capacities as shipping lines grapple with rising fuel costs. To avoid inconvenience, the authority strongly encourages travelers to book tickets in advance through official websites or verified booking platforms.
Furthermore, the CPA is currently reviewing its existing regulations and policies, including a possible adjustment of port charges, to mitigate increasing operational expenses while maintaining the delivery of efficient port services. The public is also warned against illegal ticketing activities and is urged to report scalpers or unauthorized sellers charging inflated prices.
Security and safety measures
To ensure a secure environment, the CPA Port Security, Safety and Environmental Management Department (PSSEMD) will coordinate with the Philippine Coast Guard (PCG) and the Philippine Drug Enforcement Agency (PDEA). Key measures include:
- Random Inspections: Conducted across all port terminals.
- K9 Operations: Deployment of specialized units for the detection of explosives and illegal substances.
- 24/7 Monitoring: The CPA Operations Center will be active around the clock to address passenger concerns.
- Help Desks: Activation of First Aid Stations and Malasakit Help Desks in all ports.
CPA General Manager Francisco C. Comendador III emphasized that passenger welfare remains the top priority. While over 540,000 passengers traveled through Cebu ports during the same period in 2025, officials anticipate a potential decline this year due to the impact of fuel costs on ticket rates.
Port logistics and traffic management
Special traffic management measures will be implemented at the Pier 3 Passenger Terminal. Travelers should note that Primary Gate 3 will be temporarily closed daily from 5:00 PM to 9:00 PM. During these hours, vehicles bound for Pier 3 are advised to use Gates 1, 2, 5, 6, and 7.
